		<description>Donna, I agree that this ordinance making landlords responsible for the criminal activity in that occurs on their rental properties is not a solution to the crime problem in Charlotte. That&#039;s because if you take a look at where crime is concentrated in Charlotte, you will find that the pattern of crime is concentrated in and around the neighborhoods and apartment complexes that accept Section 8 vouchers.

Charlotte Housing Authority is already screening Section 8 voucher applicants without much success in reducing the criminal activity in these areas. If the Charlotte Housing Authority with all their resources and connections with the CMPD aren&#039;t able to control the crime in these areas, how are we supposed to do it individually? Are we supposed to start carrying guns for self-defense like the CMPD if we&#039;re expected to confront the perpetrators of crime at our rental properties? We&#039;re more likely to get shot at like the landlord who got killed last year trying to evict a criminal from one of his rental properties.

The Charlotte City Council&#039;s ill-concieved and self-serving ordinance places an undue burden on landlords that would threaten their lives as well as their livelihood if it is passed.
